Every year, the Naval Institute Press makes available the Seaforth World Naval Review. The only annual naval overview of its type, this book has become essential reading for professionals and enthusiasts alike. This year’s edition, edited by Conrad Waters, expands on the rich information in the pages of this issue of Proceedings and takes the reader to the heart of contemporary global maritime affairs, shipbuilding, and naval weapons developments.

Coast Guard Petty Officer Second Class Merrill Magowan, currently a search-and-rescue controller at the Coast Guard Sector San Francisco Command Center, is a Naval Institute member, our youngest Leadership Circle donor, and past Naval Institute Coast Guard Essay Contest winner. On 7 February 2024, Magowan became the first graduate of the U.S. Naval Community College, receiving an associate degree in military studies. He has since been selected for Officer Candidate School and will report to New London, Connecticut, in July while simultaneously pursuing his bachelor’s degree in public service and public policy, focusing on emergency management and homeland security. Bravo Zulu, Merrill!
Last Reminder To Vote!
Members of the Naval Institute have the responsibility and privilege of electing our Board of Directors and Editorial Board members. Paper ballots were included in the January Proceedings and the February Naval History (for Naval History members). Association Voting sent an electronic version to all our members on 6 January. The deadline to vote is 15 March. In September every year, the Nominating and Governance Committee of the Board of Directors nominates candidates to fill vacancies. Per our constitution and bylaws, members may nominate candidates as well by submitting a petition signed by 25 active members by 31 August for the following year’s ballot.
