Rear Admiral Charles F. Horne III, U.S. Navy (Retired)—Commander Witzleb and Dr. Truver have put together a very timely and incisive article on the absolutely critical need to protect our ports against terrorists' mines.
The authors clearly lay out what needs to be done ahead of time and in response to effectively counter this mine threat. Our government leaders in the Department of Defense, Department of Homeland Security, Department of Commerce, the Navy and the Coast Guard need to study this enlightening article closely and "pick up the steam" to put together a coordinated and effective response plan for instituting the essential pre-harbor surveys of our vital ports—starting now.
