The OFFICE OF NAVAL RESEARCH (ONR) is seeking a highly qualified individual to develop, direct and coordinate ONR activities, goals and policies associated with planning and integration of ONR research programs. This is a Civil Service, position, Physical Science Administrator, at the GM-14 and 15 grade level ($48,592-$63/172), depending on qualifications.
The successful candidate will foster and encourage research planning throughout the naval research program; administer the naval research planning, programming and budgeting system; prepare research plans and assessments for the Director, ONR and the Chief of Naval Research (CNR); maintain visibility and coordinate the relationship of ONR research planning within the national scientific community, including the Department of the Navy, the Department of Defense, the National Science Foundation, and the National Research Council of the National Academy of Sciences.
Applicants should have an advanced degree in the physical or engineering sciences with extensive scientific and technical experience. The incumbent must have specialized experience in conducting and managing research and development programs, a broad knowledge of naval systems and operations, and familiarity with the federal science establishment. In addition, experience in planning, programming, budgeting, evaluation, and analysis of research and development programs is required. Recognition by colleagues in the scientific research community and by peers in the analysis community is highly desirable.
