Lieutenant (j.g) Winegar graduated from the U.S. Naval Academy in 2020 with a bachelor’s of science degree in political science and a minor in Spanish. He later earned a master’s of arts in security studies from Georgetown University before reporting to the USS Momsen (DDG-92) as its electronic warfare officer.
