Before major changes to Navy shipbuilding are proposed, all stakeholders should have a fulsome discussion of the business of Navy shipbuilding and implications of big changes.

Ship development should follow a model in which subsystems are matured before new lead ships are procured.

There have been far too many shipbuilding programs with unacceptably high cost overruns. The Navy needs to stop repeating the same process while expecting a different result.
