A 1946 NROTC graduate of the University of South Carolina, Commander Miller was awarded an LL.B. from Atlanta Law School in 1949 and LL.M. from George Washington University in 1964. He has been assigned to various legal billets including, most recently, Head, Air and Space Law Branch, International Law Division, Office of the Judge Advocate General, and Assistant District Legal Officer, 14th Naval District.
