Captain Rackwitz is a submariner who has served as commanding officer of the German submarine force and deputy commander and chief of staff of the German Navy’s Flotilla 1, which is in charge of all German naval forces in the Baltic Sea. After tours in the political directorate of the German Ministry of Defence and as defence policy advisor for the German Ministry of Foreign Affairs in Brussels, he taught naval strategy and operational art at the German Command and Staff College in Hamburg. He currently serves as branch head, Central Affairs, and executive officer to the director-general for armed forces policy in the German Ministry of Defence.
