A graduate of the U. S. Naval Academy with the Class of 1935, Captain Badger served successively aboard USS Arizona, Stewart, Mindanao, Platte, and Vincennes. He was aboard the latter when she was sunk in the first battle of Savo Island. He continued to serve in the South Pacific throughout World War II. From 1945 to 1948, he was Head, Miscellaneous Equipment Branch, Bureau of Ships. During the Korean Conflict he served as executive officer aboard USS Bremerton. He has served in the Bureau of Personnel since January 1960. In January 1961, he became Director of the Officer Distribution Division.
