Major Kotov served as a treaty compliance officer at the Defense Threat Reduction Agency. He was commissioned through Army ROTC at University of Texas at El Paso in 2006, earning a bachelor’s degree in management and human resources from Park University in 2006, a master’s in environmental management from Webster University in 2010, and a master’s in international public policy from the John Hopkins School of Advanced International Studies in 2015.
