Commander Garman has served in the boat forces, port security, and incident management communities in the U.S. Coast Guard Reserve, including an exchange tour with the Navy Expeditionary Combat Command. He earned a master of arts in national security and strategic studies (with highest distinction) from the U.S. Naval War College, and a doctorate in earth and atmospheric sciences from Purdue University. The grandson of a World War II Navy gunner’s mate, Commander Garman is currently assigned to the Joint Staff at the Pentagon.
