Commander Moses graduated from the U.S. Naval Academy in 1969 and served in a number of ASW acquisition-related assignments, including Commander, Operational Test and Evaluation Force, test director; Office of the Chief of Naval Operations Surface ASW Systems program sponsor; and Naval Sea Systems Command ASW Systems program manager. He holds a master’s in administration (procurement and contracting) from The George Washington University.
