Dr. Heissel is an assistant professor of economics at the Graduate School of Defense Management at the Naval Postgraduate School. She received her Ph.D. in human development and social policy from Northwestern University in 2017, a master’s in public policy from Duke University in 2012, and a bachelor of arts in economics and sociology from the University of Notre Dame in 2007.
