Graduating from the Naval Academy in 1920, Admiral Biggs was on duty in the Bureau of Naval Personnel when World War II began. From 1943 to the end of the war, he was on the staff of the Fifth Fleet. After several post-war commands, he became Executive Officer of the Armed Forces Petroleum Board in 1949. This title was changed to Executive Secretary of the Munitions Board Petroleum Committee under the National Military Establishment in June, 1949. Admiral Biggs continued in that capacity until his current assignment to command Service Squadron Three of the Pacific Fleet.
