A graduate of Washington University in St. Louis, Ad­miral Moreell began his Navy career in 1917, serving in various capacities with the Department of Public Works and the Bureau of Yards and Docks. He did postgraduate study at L’Ecole Nationale des Ponts et Chaussees, Paris, France in 1932-33. During World War II he was Chief of the Bureau of Yards and Docks and Chief of Civil Engineers of the Navy. In 1941 he organized the Navy’s Construction Bat­talion which became known as the SeaBees. He re­tired in 1946 and is now a consultant on business or­ganization.
