Commander Andrew Norris, U.S. Coast Guard, was a Navy surface warfare officer from 1985-89 and has been a U.S. Coast Guard JAG since 1994. He recently completed a four-year tour as chief Coast Guard attorney in the western and central Pacific Ocean and is an assistant professor of international law at the U.S. Naval War College.
