Lieutenant Holden was an officer of the Materials Division of the Office of Procurement and Materials and to all intents and purposes was an liaison officer between the Navy Department Bureaus and the War Production Board. In the present article he recorded some interesting information in connection with the procurement of raw materials for the war program.
