A flag officer embarked on a French naval vessel was entertaining guests who were unfamiliar with the chain of command, although they had some notion of the captain’s authority on board. One guest asked the admiral to explain the relationship between the flag officer and the captain. Smiling, the admiral turned to his flag captain, who responded, “He is my mother-in-law.”

A destroyer was returning to Long Beach after a week of strenuous training. The captain had the conn and the division commander was on the bridge. The night was black, the air was damp and patches of fog kept closing in. To make matters worse, the early morning fishing fleet was active in the channel. Upon entering the breakwater, the quartermaster reported that the master gyro was erratic. Nevertheless, with superb seamanship, the captain maneuvered through the harbor and tied her up outboard an almost inaccessible nest of destroyers with the bow barely fifty feet clear of shoal water.
The division commander observed without comment. Finally, with the last command given and the engines secured, he turned to the captain and said, “Bill, I hate to say this but you need a haircut.”

My first day of liberty in Portsmouth, England, was the Fourth of July. I signed up for a tour of the local countryside, guided by a Royal Navy lieutenant commander and his wife. During dinner, one junior officer asked our host why the British were not celebrating the holiday.
Without a second’s hesitation, he replied, “We celebrate the sailing of the Mayflower instead.”

Every officer of the Royal Navy gets a printed Certificate of Service each time he leaves a ship for his next appointment. It contains, in the commanding officer’s handwriting, a brief appraisal of the officer’s conduct.
Busy commanding officers have devised boiler-plate comments for these papers: “This officer has conducted himself with great zeal and ability, and entirely to my satisfaction.”
There have been some very original departures from this theme:
“■ • • seldom with sobriety, and never to my satisfaction.”
“. . . has succeeded in concealing from me such officer-like qualities as he may possess.”
“This officer’s delight in receiving his new appointment is fully shared by all on board this ship.”
“As this officer is a first-class polo player, no words of mine can possibly prevent him from beine promoted.” 6
The most famous endorsement was a simple judgment, “Inefficient.” The officer who received this cut was the nephew of a very influential cabinet minister. So word was sent to the captain that he must amend his report. The captain refused to do this without written orders from the Admiralty. When these orders arrived, the captain obediently revised his report and returned it to their lordships with the notation:
“Grossly inefficient.”
