Lieutenant Dowdy, a regular NROTC graduate of Duke University, class of 1966, was attached to the Sixth Fleet flagship, the USS Little Rock (CLG-4), during the Middle East Six-Day War of 1967. In 1968-69 he served as Aide and Flag Lieutenant to Commander Middle East Force. After accepting a reserve commission in 1970, Lt. Dowdy entered Tulane University Graduate School where he is currently working on requirements for a doctorate in political science with specialization in U. S. Foreign and Security Policy.
