A graduate of Harvard College in 1956 and of Harvard Law School in 1961, Lieutenant Commander Paul W. Garber, U. S. Naval Reserve, served on active duty from 1956 to 1958 in the USS Crow (MSCO-7) and with BuPers. He joined MSTS Div 1-1, in 1958. Joining NCSORG Div 1-1 when it was established in July 1963, he became its executive officer in 1968. His extensive experience in Naval Shipping Control matters includes assignments with the navies of Brazil, Chile, Ecuador, and Great Britain. He has served in many U. S. and NATO shipping control exercises and, in February 1969, participated in planning novel convoy doctrines at ComASWForLant. He is now a partner in a Boston law firm.
