Dr. Hagan a retired as a professor of strategy and war at the U.S. Naval War College satellite office in Monterey and is professor and museum director emeritus at the U.S. Naval Academy. A retired captain in the U.S. Naval Reserve, he edited the 30th-anniversary edition of In Peace and War: Interpretations of American Naval History (2008). He previously wrote American Gunboat Diplomacy and the Old Navy, 1877-1889 (1973) and This People’s Navy: The Making of American Sea Power (1991).
