A graduate of the University of Pennsylvania in 1940, Captain John N. Horrocks, Jr., U. S. Navy, had numerous ship assignments (PC, CV, DD, CVE) during World War II. He was a military observer to the United Nations (Indonesia) before joining the Staff CinCEur. He then commanded the USS C. P. Cecil (DDR-835) before being assigned to Chlnfo as Head, Civil Relations Division. Following a tour of duty as the executive officer of the USS Springfield (CLG-7), he served successively in ComDesDiv 82 and ComDesRon 8. He headed the Military Affairs Division of BuPers before becoming Military Assistant to the Deputy Assistant Secretary of Defense (Public Affairs). He was a student at the National War College prior to his present assignment in the Office of the Chief of Naval Operations (OP-09B) as Assistant for Civilian Manpower Management.
