If terrorists were to strike another major city, what would the United States do?  Aside from the dedicated first responders, Americans would cast about for whom to blame, and they would not just look abroad. In such a vitriolic atmosphere, whatwould our national response be? Who would be the target? Given our current national strategy, what type of American response should  the rest of the world expect?

There is no strategy in place and none on the horizon to either reassure the American public or warn the world that an attack on America would trigger any kind of a specific response.  The United States has also never articulated a clearly stated position on national defense: respect our sovereignty and we will respect yours.  InThe Sovereignty Solution—a radical yet commonsensical approach to recalibrating global security—a Naval Postgraduate School professor and her Special Forces coauthors discuss what the United States could actually do to restore order to the world without having to engage in either global policing or nation building.

 The authors present a dual strategy of fostering a foreign policy that emphasizes the responsibility of every nation to control terrorism within its own borders and that addresses the importance of strengthening the social fabric at home. Their goal is to provoke heightened awareness of the gaps and disconnects between what the United States says and what it does, how it wants to be perceived and how it is perceived. Without leaning left or right, they hope to initiate a serious debate and to force Washington to rethink what it sends servicemen and women abroad to do.

Anna Simons is a professor of defense analysis at the Naval Postgraduate School. Joe McGraw is director of Advanced Special Operations Training at the U.S. Army John F. Kennedy Special Warfare Center and School. Duane Lauchengco is chief of the Joint and Army Doctrine Integration Division at the U.S. Army John F. Kennedy Special Warfare Center and School.
