A graduate of the U. S. Coast Guard Academy in the Class of 1928, Captain Hogan is currently Chief of the Law Enforcement Section, First Coast Guard District, Boston, Massachusetts.

With considerable pre-World War II experience in cutters and destroyers, he was executive officer of the transport Samuel Chase during the North African invasion, commanded the cutter Tampa on North Atlantic Convoy duty, and at the end of the war was in command of Escort Division 42. In 1948 he was in command of the U. S. Coast Guard Institute, Groton, Connecticut.
