Mr. Ruder is an intelligence analyst in the U.S. Naval Criminal Investigative Service (NCIS), with 33 years of counterintelligence experience. A U.S. Marine for more than 20 years active and reserve, he currently is assigned to the NCIS field office in Naples, Italy.
