A graduate of the U. S. Military Academy with the Class of 1944, Colonel Ginsburgh served in Field Artillery units during World War II. He received his Master’s and Ph.D. degrees from Harvard University. From 1948 to 1951 he was an assistant Professor of Social Science at West Point. Assigned to the Office of Secretary of the Air Force (Legislative Liaison) from 1951 to 1955, he later served with Allied Air Forces Southern Europe from 1955 to 1958. He was Assistant Executive to Air Forces Chiefs of Staff Thomas D. White and Curtis E. LeMay for three years before becoming an Air Force Research Fellow, Council on Foreign Relations, New York City. Since June 1964, he has been a Member of the Policy Planning Council, Department of State.
