Captain Rubel, USN (Ret) was a Light Attack/Strike Fighter aviator who commanded VFA-131. He served over 20 years on the faculty of the Naval War College both in uniform and as a civilian. He served in a variety of positions, including director of wargaming and dean of the Center for Naval Warfare Studies. He has authored over 50 journal articles and several book chapters dealing with naval aviation, wargaming, and maritime strategy.
