Dr. Watts is a retired Coast Guard captain who served six tours at sea with both the Coast Guard and Navy. A former cutterman and surface warfare officer, he currently is a professor at the National War College teaching strategy and military history. A frequent contributor to Proceedings, his most recent book is American Sea Power: The Obsolescence of Capital Ship Theory (McFarland, 2015).
