Captain Pelot headed the Navy’s Tactical Exploitation of National Capabilities (TENCAP) Office and served in the Naval Space Technology Program. He coauthored From the Sea to the Stars: A Chronicle of the U.S. Navy’s Space and Space-Related Activities and “The Navy Has a Stake in Space,” in the October 2001 Proceedings.
