Lieutenant Commander Howard obtained his degree in Economics at the University of California and shortly afterward went on active duty in the Naval Reserve, transferring to the Regular Navy in 1943. He obtained firsthand information for his article while on a Seabee Brigade staff in the Pacific theater. At present he is on duty in the Material Division, Navy Department, Washington, D. C.
