Mr. Downs, a former Army infantry officer who lost an arm to a land mine in Vietnam, is the Chief Prosthetics and Clinical Logistics Officer for the Veterans Health Administration in the Department of Veterans Affairs. He has written three books about his experiences in Vietnam and received the President's Meritorious Executive Award in 2004.
