A pioneer in radio and radar applications to special naval use, Captain Williams served in the Chester, Enterprise, Yorktown, Wasp, and Franklin in World War II, participating in sixteen major Pacific engagements. Since his retirement in 1947, he has studied the Russian language and literature, translated several Russian scientific texts, and lectured on scientific Russian and Russian geography.
