Lieutenant Commander Hayes retired from the Navy Reserve after a 23-year career, including more than 10 years on active duty. His overseas service included deployments to Afghanistan and East Africa. He is a life member of the Naval Institute and has contributed several essays and book reviews to Proceedings.
