Professor Miller occupies the (Admiral) Milton E. Miles Chair of International Relations at the Naval War College, Newport, Rhode Island, where he has been teaching in the Naval Command Course since 1956. During World War II, he served with the Seventh Fleet as Air Combat Intelligence Officer and is currently a captain in the U.S. Naval Reserve. He has written on diplomatic and foreign affairs for leading periodicals.
