Incredible changes in the global strategic landscape dominated 2022. The Russian invasion of Ukraine turned into an existential contest of wills between Vladimir Putin and the Ukrainian people, who have fought valiantly with the support of the West. In China, Xi Jinping solidified and extended his rule, clamping down on internal dissent and overseeing draconian zero-COVID restrictions. Most nations in the free world now see China for the threat it presents to the global order—spurring businesses to formulate “ABC” (Anywhere But China) manufacturing and supply chain strategies and national security leaders to talk about the “Decade of Maximum Danger” vis-à-vis Taiwan. New strains of COVID-19 have required constant vigilance, and North Korea has been on a missile-launching spree for months. What 2023 holds in store is anyone’s guess, but USNI News will continue to report breaking naval news; Proceedings and our conferences and events will provide context and analysis and the best ideas of those within the profession; and the Naval Institute Press will publish books that prepare Navy, Marine Corps, and Coast Guard professionals to deal with the challenges ahead.
As the Naval Institute prepares to celebrate its sesquicentennial in 2023, we are reminded that the Institute has been through many periods of global change. As a tribute to our history, every issue of Proceedings next year will include a special eight-page bonus section highlighting content from our archives. The January surface warfare issue, for example, will look at how naval weapons development has been covered in our pages. Throughout our history, our members have been the keel of the Institute and will remain so for the next 150 years. Please keep your membership current and encourage others to join at www.usni.org/join.

For anyone interested in Arctic security, the Newport Manual on Arctic Security, by Walter Berbrick, Gaëlle Rivard Piché, and Michael Zimmerman, deserves a place on their bookshelf.
“The Newport Manual on Arctic Security is undoubtedly one of the most useful books ever written on Arctic security. This is essential reading for naval professionals around the world seeking to better understand how to apply and integrate seapower in the complex Arctic region. With emerging strategic competition in this global maritime crossroads, it is imperative that we are prepared for operations in the High North.”
—Admiral James G. Foggo III, U.S. Navy, (Retired), former Commander, U.S. Naval Forces Europe-Africa; and Commander, Allied Joint Force Command Naples.
