In the fall of 2018, I was fire control officer on board the USS Normandy (CG-60), deployed and operating with the Harry S. Truman Carrier Strike Group. The strike group commander was Rear Admiral Gene Black, a surface warfare officer who previously served as the community’s senior detailer. One day at sea, he visited the Normandy and briefed the wardroom on the updated surface warfare officer career pipeline. As a second-tour division officer, I stood watch in the combat information center and rarely wandered up to the bridge. I asked Admiral Black a question about the dedicated time junior officers have to drive the ship, more specifically, opportunities to do so on their second tour.
