Aside from a curriculum focused at the operational and strategic levels of war, an in-residence war college course offers invaluable face-to-face interaction with other officers. 

The rapid pace of development in warfighting systems leads many in the naval profession to believe technology and its tactical application are sufficient to execute warfare at sea. A review of naval warfare throughout history, however, shows that study of tactics and technology alone is insufficient to win in conflict at sea. It is essential for naval professionals to study the science of maritime warfare to employ those tactics and technologies properly. 

The resident Naval War College curriculum provides the most effective means of studying maritime warfare and supports Chief of Naval Operations Admiral John Richardson’s Naval Leadership Development Framework 2.0.1
