The Proceedings pages and the Naval Institute always have welcomed contributions by professionals serving in the world’s navies. One of our Strategic Plan’s initiatives is to “increase the Naval Institute’s outreach to international navies and their leaders at all levels.” For 36 years, we have dedicated extra coverage to international navies each March. The first such issue—pictured below—featured an original drawing by R.G. Smith of the Argentine carrier and two of its French-built fighters
For the past three years, the Institute has conducted an International Navies Essay Contest with the generous support of Leonardo. These competitions have stimulated submissions from around the world and generated articles on a broad range of topics and issues. In fact, U.S. Navy Lieutenant Sean Quirk’s essay proposing an international naval response to China, published in this issue, won a prize in the last contest.
