Edward Keefer spent a career as a diplomatic historian, so in this massive, 815-page volume on Harold Brown’s time as Secretary of Defense, he naturally focuses on U.S.-Soviet relations and related subjects, such as arms control, NATO, and the Soviet invasion of Afghanistan in December 1979. As the book’s subtitle indicates, it takes as its core subject “Offsetting the Soviet Military Challenge” from 1977 to 1981.
