Captain Jim Adams, U.S. Navy (Retired)—Admiral Greenert’s article is a superb strategic view on the warfighting aspects of the electromagnetic spectrum and cyberspace. Several tactical implications follow from his outline:
The acquisition community and the Office of the Chief of Naval Operations staff that support it need a prompt upgrade in the method of fielding combat and command/control/communications/computers/intelligence systems that use the spectrum. For example, acquirers need to prevent the fielding of a new system “A” that significantly degrades existing shipboard systems “B,” “C,” and “D” to the extent that they may be rendered useless under way due to electromagnetic-interference impacts.
