Insanity, Albert Einstein observed, is doing the same thing over and over again and expecting different results. No better example of that truism exists than the government's program for military personnel transitioning into the civilian sector. It has functioned the same way for almost 20 years, and the facts are unassailable: It does not work.
Chronic unemployment persists among former members of the armed forces at much higher rates than equivalent demographic groups. The costs, in human terms, are immeasurable; in dollar terms, inexcusable. Department of Defense costs for unemployment benefits alone approach three quarters of a billion dollars. The total program costs are much higher.
