The defense department need look no farther than the United States Coast Guard for bridging the civilmilitary divide that is essential for success in homeland security/homeland defense. The service has links across the civil-military spectrum as every day it executes joint missions with military partners as well as with federal, state, and local civilian agencies. In the last three years, the Coast Guard has transformed, improved maritime domain awareness, shared its common operational picture in new interagency command centers, and employed systems that function with both civil and military partners. Aligning Department of Defense (DoD) resources to connect with and build upon Coast Guard capabilities would be a wise strategy to improve the coordination necessary for homeland security and defense missions.
