On receiving the Department of State's 2002 George P. Shultz Public Service Award, then-Coast Guard Commandant Admiral James M. Loy stated, "Once you lock your doors and windows and install an alarm system for your house, you need an effective neighborhood watch to promote security." Admiral Loy was referring to the Caribbean. While recent threats and events have overshadowed cooperative law enforcement efforts in the region, now more than ever, building the neighborhood watch should be a top national priority.
