Some of the greatest quality-of-life issues today involve the financial benefits of "staying Navy." A codicil to these issues focuses on the management and distribution of pay and service records through the personnel support detachment (PSD)/customer service desk (CSD) concept. Originally assigned to squadrons and base administrative departments, the Navy pulled disbursing clerks and personnelmen from non-deploying units and commands and assigned them to centralized locations on shore in the name of customer service and standardization of record keeping. Despite the good intentions of those who reorganized the PSDs and the hard work of the sailors who staff them, neither goal has been achieved.
