We are at war. Is our military prepared? Yes, if you are asking about readiness levels and willingness to fight. But the answer is less positive when we look at the suitability of our military planning, force structure, and operational capabilities to wage war on the new enemy. And our national strategies have missed badly.
Why aren't we fully ready? Largely because we went through the last decade sleep-walking. When the Berlin Wall fell, we cheered, but we didn't change course. Our combat forces drew down, but we kept buying the same weapons and platforms to fight the same kind of enemy the same way. Planning, otherwise a strength of our military, failed to treat terrorism with the emphasis and balance we gave to far less probable contingencies.
