Since the implosion of the Soviet Union there has been continuous dialogue on the post-Cold War world and how the United States must readjust its military forces for the 21st century. Much of the discussion and writing focuses on some unidentified yet widespread threat that will evolve into a major conflict. The Chairman of the Joint Chiefs of Staff (CJCS) has published "Joint Vision 2020," which prophesies how U.S. military forces must carry out combat operations in the information age. To support the CJCS forecast, the services have developed and published their own operational concepts, together with estimates of the additional resources needed to ensure victory in 2020.
