"Don't Ask-Don't Tell: Is It Working?"
(See J. Kelly, Jr., p. 4, May 2000; C. Oakley, p. 16, June 2000 Proceedings)
Command Master Chief Mark Butler, U.S. Navy-Captain Kelly covers a lot of the comments made by sailors up and down the chain of command. But in the end he waffles and states: "Gays may continue to serve in the armed forces without barriers by keeping their sexual orientation a private matter-as indeed it ought to be." His comments on the Uniform Code of Military Justice that includes a prohibition of homosexual sex make gays in the armed forces a failure. Where is the honor of the service member who must hide his or her lifestyle? When is lying in one area and not another acceptable? The military services never hid the previous policy that homosexuality was not acceptable and the current policy has made one headline after another, so it is also very well-known.
