This annual feature normally focuses on the evolution of technology into weapon systems. Yet technology is only part of the process of improving Naval Service capabilities. Organization and doctrine are equally important. Recognizing this interrelationship, the Navy created an integration process and an organization to manage it. Fleet Battle Experiments (FBEs) are the process; the Navy Warfare Development Command is the organization being created to manage it.
Commander, Navy Warfare Development Command is responsible for developing Navy warfighting concepts, developing and analyzing Fleet Battle Experiments to exercise those concepts, and developing and publishing Navy doctrine to institutionalize the concepts that work. The new command will colocate with and be subordinate to the Naval War College, Newport, Rhode island, to take advantage of the War College's academic and research talent and the Chief of Naval Operations Strategic Studies Group. The Naval Doctrine Command in Norfolk, Virginia, will move north to Newport and become subordinate to the Commander, Navy Warfare Development Command.
