It takes many years to create a senior lieutenant commander or commander as it does to field a new weapon system. How can the Navy stop their exodus?
"So, are you one of those disgruntled aviators I keep hearing about?" I was confronted with that question as I went about my business as an action officer on the staff of the Office of the Chief of Naval Operations—and it wasn't the first time. Being in the somewhat unnatural position of a lieutenant in a world of commanders and captains, I often find myself defending, answering for, or at least trying to explain some of what's going on in the minds and hearts of my fellow junior officers. This is not an easy task, because I am not sure I can fully articulate the disparate thoughts I have concerning my own future, let alone those of an entire generation.
