The first of Dr. Deming's 14 points of Total Quality Leadership is that an organization should create a constancy of purpose. But the U.S. military has lacked constancy of purpose since the conclusion of Desert Storm. For example, the concept of operations for F/A-18s has varied greatly, and organizational units can neither design nor successfully adhere to training plans. Deployment turnaround cycles are filled with a myriad of externally imposed commitments such as providing adversary support and ships' services support, and participating in joint services exercises—in addition to the normal training regimen. The F/A-18 operational perspective is one of extreme uncertainty, and at the same time, downsizing, budget cuts, and base closures continue.
