Earlier this year, Captain Vince Thomas conducted this interview for Proceedings with Vice Admiral William Hancock, Deputy Chief of Naval Operations for Logistics, who assumed his duties last September, just after submitting his third Navy Department annual budget as the Navy's budget officer.
Proceedings: For the last couple of years, there have been war games focusing on logistics problems. The last one apparently highlighted an ordnance material-handling equipment problem. Has that been resolved?
Admiral Hancock: Last year a solution to that problem was doing great in the preparation for overseas movement phase, but at the end it fell out. So to make sure it gets proper visibility, when we go back to Newport this year for the war game, we are going to put it at the forefront of problems to address.
Proceedings: What is going to be your share of the supplemental budget request on Bosnia?
Admiral Hancock: My guys tell me that we will need only $100 million, because we have throttled back Operation Deny Flight and the Seabees have pretty well finished ripping apart camps and other facilities.
